Reach is composable
*Unreachable* is not a property of a rung but a relation between a rung and whoever reaches. The three options of the power gap were computed with the actor fixed at one person; the Third Thing pillar already says the actor is composable. And one person's act travels by being seen — it becomes an input to other people's Local Rules — which is why a small act done visibly differs in kind from the same act done privately.
